FY24 Appropriations Disclosures

The House Committee on Appropriations announced it will be accepting Community Project Funding (CPF) requests from Members. This is in addition to the standard programmatic and language-based requests. Each Member is limited to no more than 15 Community Project Funding requests across all eligible subcommittees for Fiscal Year 2024 and there is no guarantee that all requested projects will be funded. The FY2024 CPF process has a limited scope with combined earmarks capped at 1% of all discretionary spending and eligible accounts restricted to those listed in the table below.

Please note:

Congressman Johnson will NOT accept CPF requests for projects outside of GA-04.
All projects must meet the relevant statutory and administrative criteria for funding through the grant program under which it is submitted.

A request submitted to Congressman Johnson does NOT guarantee the project will be selected.
The selection of a project does NOT guarantee it will be funded by the Appropriations Committee.
The Committee will NOT provide cost-share waivers and grantees are legally responsible for meeting the non-federal cost share requirements and all other applicable grant criteria.

The deadline for submitting project requests to Congressman Johnson was COB March 16, 2023.

Staff may follow up for additional information to support the CPF request such as budget justification, documentation of community support and need, or proof of ability to meet match requirements once an initial request is submitted. Eligible Entities & Projects

Only state and local government entities, public institutions, and non-profit entities are eligible to submit and receive funding through CPF. Funding cannot be directed to for-profit entities and will not include waivers for State or local match requirements. While matching funds do not have to be in-hand prior to the request, requesting entities must have a plan to meet such requirements for the project to be viable. Additionally, each submission must be for FY2024 only and cannot include multi-year funding requests. The Committee will only consider projects with demonstrated community support in the form of: letters from local elected officials; press articles highlighting need; support from newspaper editorial boards; mentions on State intended use plans, community development plans, or other publicly available planning documents; resolutions passed by city councils or boards; etc.

Members will be required to certify that neither they nor their immediate family have a financial interest in the CPF requests made. Projects will be listed when available. 

FY 2024 Community Project Funding Submissions

The following CPF requests have been submitted to the House Committee on Appropriations for consideration of funding for FY 2024. The full list will be available on Monday, April 17, 2023. The following projects are in alphabetical order.

Project Name: Community Schoolyards    
Funding Requested: $500,000
Project Description: The funding would be used to create a community schoolyard in the Dekalb County Georgia area. The project is an appropriate use of taxpayer funds because Community schoolyards, also known as green schoolyards, are open to the community after school hours and are designed by students, teachers, and neighbors as nature-rich hubs for outdoor play, community health and climate resilience. The time spent learning and playing in nature benefits the whole child and can help children reach their full potential.

Project Name: County Line Park Renovations
Funding Requested: $3,215,608
Project Description: The funding will replace existing basketball courts, install a covering over the basketball courts, replace the playground and pavilion, and create walking trails as well as a restroom and concession building. The project is an appropriate use of taxpayer funds because the County Line Park Renovations project will expand the park site for recreation. The replacement and covering of the existing basketball courts will allow for extended play. The funds would also allow for the replacement of a damaged playground and pavilion and the addition of walking trails, pavilions and restroom/concession building which will serve the growing Ellenwood Community and region.

Project Name: Kittredge Athletic Fields
Funding Requested: $2,170,896.55
Project Description: The funding would be used to replace fencing around athletic fields, renovate the natural sod baseball fields, replace dugouts, rehabilitate the bleachers, upgrade field lighting and scoreboards. The project is an appropriate use of taxpayer funds because the fields also serve as a place where both adults and youth build a sense of community among their teammates and the parents with volunteer opportunities to give back to the community. Athletic fields are the gathering places where lifelong friendship can happen. After the completion of the renovations the athletic fields can become part of the economic engine, with local and regional tournament play. These events bring exposure to the facility and the community around it with increased spending in the area on things like food, lodging, and supplies.

Project Name: North Fork Peachtree Creek Trail – Phase I
Funding Requested: $800,000
Project Description: The funding would be used to design a new multi-use trail along North Fork Peachtree Creek from Fisher Trail Park to Chamblee Tucker Road. The project is an appropriate use of taxpayer funds because this section of trail will connect Mercer University, apartments along Northeast Expressway, a commercial area at Shallowford Road, and Fisher Trail Park. At Fisher Trail Park, the trail will end at an underpass under I-85 where the trail can connect a future phase to be built by the City of Chamblee.

Project Name: PDK-Airport Design and Demolition Administration Building

Funding Requested: $2,700,000
Project Description: Through these investments, the PDK Airport Design and Demolition Administration Building will be completed, including the design and demolition for new construction of a modernized, updated administrative building. As the second busiest airport in the state of Georgia behind only Hartsfield Jackson International, funding for the DeKalb Peachtree Airport and DeKalb County project is an appropriate use of taxpayer funds because the airport is anticipating growth and an even busier future. An updated Airport Administration facility will help DeKalb County meet those goals.

Project Name: YMCA of Metro Atlanta – South DeKalb

Funding Requested: $4 million
Project Description: Through these investments, the South Dekalb Family YMCA aims to narrow disparities across health, community, and economic prosperity and build a more equitable community in which every person can realize their full potential. The project is an appropriate use of taxpayer funds because it will work to restore the South DeKalb Family YMCA to a thriving community hub which has historically served as a beacon for health, wellbeing, and community growth.

Project Name: Buford Highway Pedestrian and Vehicular Safety Improvements 

Funding Requested: $145,344.72
Project Description: The funding would be used to conduct preliminary engineering to realign the northern end of Chestnut Drive to an existing signal and provide a direct connection from the Northwoods neighborhood to Doraville’s planned downtown redevelopment. The funding will also allow pedestrians access to another protected crossing in Buford Highway, where many community-serving businesses and establishments are within walking distance of neighborhoods.

Project Name: Top End 285 Trail – Georgetown Segment

Funding Requested: $3,000,000
Project Description: The funding would be used for constructing a paved bicycle and walking path between the Georgetown area and the Perimeter Center business district along Interstate 285. The project is an appropriate use of taxpayer funds because it will create infrastructure for alternative transportation modes that will improve mobility and access to jobs.

Project Name: MARTA: Safe Routes to Transit

Funding Requested: $2,531,250
Project Description: The funding would be used to deliver pedestrian and Americans with Disabilities Act (ADA) improvements at bus stops lacking adequate pedestrian infrastructure. The project is an appropriate use of taxpayer funds because this project will improve safety, equity, and access to transit within historically disadvantaged communities.

Project Name: Brown Bridge Road Widening Project 

Funding Requested: $960,000
Project Description: Through these investments, the Brown Bridge Road Widening Project aims to expand Brown Bridge Road, which would involve widening the road and adding sidewalks. The project is an appropriate use of taxpayer funds because it will reduce traffic congestion, improve overall safety for motorists and pedestrians and encourage a more active and healthy community by providing a safer walking environment. This project could significantly improve the quality of life for residents and enhance the appeal of the area.

Project Name: Honey and Scott Creek Pump Stations and Force Mains
Funding Requested: $8,000,000
Project Description: The funding would be used to decommission and replace two existing package wastewater treatment plants with two lift stations that will direct wastewater to the new 3 MGD Snapping Shoals Wastewater Treatment Plant – 2 lift stations and approximately 37,000 feet of 6-inch and 8-inch ductile iron pipe. The project is an appropriate use of taxpayer funds because this project will replace facilities have reached the end of their useful life as a result are having an adverse effect on over 5000 residents.

Project Name: River Street Water and Sewer Improvements
Funding Requested: $1,600,000
Project Description: The funding would be used to replace approximately 2100 linear feet of 6-inch PVC water main to an 8-inch ductile iron water main. The project is an appropriate use of taxpayer funds because his project replaces facilities that have reached the end of their useful life and as a result are having an adverse effect on over 75 residents.

Project Name: Salem Lake Pump Station Replacement
Funding Requested: $1,200,000
Project Description: The funding would be used to replace the existing pump station with a new one. The project is an appropriate use of taxpayer funds because this project will further support the TMDL by bringing additional pumping capacity and redundant power supply, which will help the system address overflows and bacteria loads overall.

Project Name: Almand Branch Wastewater Treatment
Funding Requested: $3,600,000 
Project Description: The funding would be used to increase the Almand Branch treatment plant capacity to 1.25 mgd and limiting bypass flow is desirable. The project is an appropriate use of taxpayer funds because this project will replace facilities that have reached the end of their useful life and as a result are having an adverse effect on over 10,000 residents.

Project Name: Housing Projects for Domestic Violence Survivors in DeKalb County, GA

Funding Requested: $800,000
Project Description: Through these investments, the Housing Projects for Domestic Violence Survivors in DeKalb County, GA would allow them to assist domestic violence survivors with re-establishment in safe homes free from violence. The project is an appropriate use of taxpayer funds because 1 in 15 children are exposed to domestic violence each year, equaling more than 11,500 children in DeKalb. Annually, the agency provides support and services to nearly 6,000 domestic violence survivors and their children. Their mission is to create a society in which domestic violence no longer exists.
